"To her, form-based code is more like an interpretive dance, in the sense that everyone can read it differently," Edson said, and she urged council members to consider that future commissioners and planners may interpret a more flexible code differently.
Edson said she appreciates the predictability of the current zoning code and thanked staff for their effort but asked the council to proceed cautiously if it moves toward form-based regulations. The council did not act on the comment itself; the public comment was followed later in the meeting by a Planning Commission request to begin drafting form-based updates.
