Council approved placing on final reading (subject to legal review) a development agreement with Beard Design Build for work at Indian Meadows. Director Burrow Watson said the company had acquired 17 parcels and planned to build 13 single‑family homes and two duplexes; the agreement includes a sunset clause extending to 2041 and tax-sharing provisions including a 90/10 split with earlier units eligible for a 50/50 split and a 75% reduction of city share on vacant lots to incentivize development.
"This developer agreement is similar to the other developer agreement for Indian Meadows that we've done in the past," Director Burrow Watson said, and staff described the terms as consistent with prior incentives. Council approved suspending the rules and placing the ordinance on final reading subject to legal review; roll call was unanimous.
