The presenter framed the proposal as a long‑term, phased effort that could produce 50–100 units per year once permits and infrastructure agreements are in place. On water dependency, the developer said the project would be easier and faster if it could connect to the town system rather than building a standalone water system: "It allows the project to happen in a reasonable time frame," he said.
