Question raised: would code repeal affect tree and landscaping requests?

Commissioner Pollard asked a practical question early in the session: if the code requires two trees per lot but a developer wants one because lots are smaller, or wants plantings on only one side of an entry, would that be treated as a 'minor modification'? "So if the code says in a neighborhood that each lot is supposed to have 2 trees...and the developer comes in and says...I'd rather put 1 tree," Pollard asked.
Staff responded that Rowlett already has a landscaping ordinance and an alternative landscape-plan/variance procedure for such requests, so the proposed repeal would not remove an available path for relief. Staff said those landscape adjustments would still come to the commission or other formal review bodies as appropriate.
