Representatives from Mountain West (Matt Foster and Dustin Cartagold) briefed the council on operations for the new wastewater treatment plant and the need for class-4 responsible-charge operators. They said Mountain West has licensed level-4 operators who could perform oversight rounds, manage SCADA/remote monitoring and provide maintenance coordination rather than a full-time on-site hire.
