Dave Rambo explained the distinction staff wants clarified: residential meters under 1 inch (city-installed under a $1,500 fee) versus commercial meters over 1 inch (owner installs and pays for replacements). "A $190 is a lot different... so if there's any damage to a meter, we want to be compensated for that," Rambo said while explaining updated meter definitions and replacement responsibilities.
Staff also described a cross-connection/backflow prevention program for commercial customers and a move to electronic filing for required documents with the health department. Comptroller Tony Tracy and other council members warned the meter-installation policy for different sized meters may generate public comment at the hearing. Staff will circulate the drafted local law and schedule a public hearing so residents can comment before the council acts.
