PEC reallocates some permanent supportive housing funds after nonrenewal concerns

Carrie Dietz told the HPC that PEC shifted permanent supportive housing-eligible dollars away from Urban Housing Solutions after finding compliance and performance concerns. "They've been a long standing underperformer and, with some serious concerns and, with how they were running the program," Dietz said while explaining why PEC reallocated those dollars to preserve vouchers that many other projects rely upon.
Dietz and other PEC members described an effort to protect renewals with strong past performance and to create a dedicated bucket of permanent supportive housing eligible funds by reallocating funds that would otherwise vanish. Members asked clarifying questions about the absence of some renewals and about how reallocation decisions might affect organizations such as Salvation Army. PEC members noted that some agencies deliberately limited applications this cycle given NOFO uncertainty; PEC then used a combination of reallocation and ranking strategy to maximize the community's chance of preserving housing units.
