Peekskill board lets planning staff handle one-year COA extensions as minor modifications

The Peekskill Historic Preservation Board voted to allow one-year renewals of Certificates of Appropriateness (COAs) to be issued as minor modifications at the discretion of the director of planning.
Planning staff told the board the change is intended to make routine renewals faster. “I would recommend that the director of planning could issue a 1 year extension, and then from there they'd have to come back to the board,” Staff member (S2) said during the meeting, explaining the rationale for limiting extensions to a single year before board review. Board members then approved a motion to authorize staff approval of minor modifications not tied to a single building.
Board members also heard a staff proposal to pilot a signage-template program for properties in the historic district so subsequent applicants could follow an approved template. Staff said the approach would increase consistency and efficiency for downtown storefronts and could allow some sign approvals to be treated as minor modifications under the new authority.
