The Whitman County Board of Commissioners adopted a resolution to formalize Right-of-Way Procedures within the Public Works Department and to clarify responsibilities between the department and the County Engineer. County Engineer Dean Cornelison and Public Works Director Mark Storey said the document responds to guidance from the County Road Administration Board (CRAB) and codifies the engineer's certification role under state law.
