Kopika Nair and Director Jackson told the commission that the council did not adopt staff's earlier recommendation to exempt flagpoles, and recommended that staff clarify the distinction between flagpoles (site features) and flags affixed to a building in the materials accompanying the ordinance.
Commissioners directed staff to include precise language and outreach explaining when a flag or a flagpole does and does not require design review so homeowners are not surprised by enforcement action. The commission approved a motion to forward the ordinance to council and to ask staff to clarify flags versus flagpoles in communications.
