Julie Smith, Director of Special Programs, presented the district's 2023-24 Annual Restraint & Seclusion Report as required by the Oregon Department of Education under ORS 326.051 and OAR 581-022-2267. She said restraint or seclusion is used only in very rare circumstances when there is an imminent risk of serious bodily injury to self or others, and that the district reports aggregated data to protect student identities. Dr. Smith was available to answer questions from the board.
Smith also presented the Oregon English Learners Report for 2022-23, explaining that the state provides data on demographics, program participation, language development, assessment outcomes, graduation, attendance and revenues/expenditures and asks districts to compare local outcomes to state averages. The report was made available to the public and the minutes record that Smith was present for questions.
