Residents ask county to publish fixed DEIR project description and change matrix for General Plan update

Lisa Wright told the board that the draft Environmental Impact Report for the General Plan update lacks a single, fixed project description and that multiple versions, maps, elements and later revisions on the county website make it unclear which documents were analyzed.
"There is no single clear source of truth identified in the project analyzed under the DEIR," Wright said, asking the board to agendize the matter and direct staff to publish (1) a dated index of every document and element constituting the project as analyzed in the DEIR, (2) the precise versions used, and (3) a change matrix showing how June study‑session direction was incorporated into the October 2025 version. Wright added that the public needs time for the planning commission to review those discrepancies.
Director Drew Blavani acknowledged the DEIR release and reminded the board the public comment period runs through Oct. 31 and that draft documents are available on the Trinity 20/50 website; he described staff actions to provide copies at libraries and the planning office. The board did not take immediate action but staff said they would bring follow‑up materials and suggested the topic could be agendized for future discussion.
