City staff and consultants presented the 2026 power impact fee facilities plan and analysis, which calculates the cost of expanding electric system capacity to serve projected 10‑year growth. The study identified roughly $120 million in system assets, of which about $19 million is attributable to anticipated 10‑year growth. Using the code-mandated allocation method, Bowen & Collins reported a maximum allowable fee of about $1,100 per kilowatt.
