Staff briefs board on conservation-easement program, application process and upcoming case

Planning staff gave an educational presentation on conservation easements, focusing on uses, statutory authority, and local program mechanics. Staff explained that conservation easements are voluntary, perpetual land-right instruments that restrict future development to conserve open-space, farm, forestal, recreational, or historic values; easements may provide state and federal tax benefits and remain with the land when sold.
Staff said the director of planning evaluates applications, coordinates baseline reports, and monitors compliance after acceptance. The county holds several easements (including Camp Friendship) and often partners with nonprofits such as the Virginia Outdoors Foundation or the Piedmont Environmental Council. A specific easement application was previewed and will be on the Aug. 19 agenda for action.
