Commissioners receive management plan flash drives; cautioned on emailing to avoid a "walking quorum"

Curtis said the management plans have been converted from PDF to editable Word documents and that flash drives with the plans were provided to commissioners. He invited commissioners to highlight or mark sections and return edits for incorporation into a working document ahead of broader public meetings.

Commissioners asked whether emailing individual members to solicit feedback would violate open‑meeting rules. Curtis cautioned, "Anything below a quorum, it gets the danger with that is if you email 2 members and then 1 of them talks to another member and then another 1 talks to another member, you can have a walking quorum." He recommended that commissioners be careful about how they exchange drafts and suggested sending drafts or blurbs to a single staff contact who can compile responses.

Commissioners discussed working toward an executive summary and demographic updates, targeting a progress check by the end of June and a fuller completion by August–September. Curtis said he would incorporate submitted edits and would coordinate next steps.
