Circuit Court presents flat 2026 budget; notes $93,000 data-processing fund

Michael Burnett Joyner, CAO in the Circuit Court clerk's office, said the circuit court is not requesting additional appropriations for fiscal year 2026 and that the budget lines were previously vetted with the subcommittee.
Fred Doris, representing the circuit court clerk's office, presented the approved 2025 budget and the projected 2026 numbers. Doris said line items show no increases because salary and fringe decisions for 2025 were already adopted; he noted that raises for four full-time employees have not yet been added to the 2025 column and would be reflected in the 2026 projection.
Doris told the subcommittee the court operates a separate data-processing fund (Fund 080) used for technology, with about $93,000 currently available and under discussion with the budget department for how it will appear in the 2026 budget paperwork.
Commissioners thanked the presenters for a concise briefing. The subcommittee did not take new appropriation action for the circuit court during the session.
