Commissioners authorize RFQ to seek energy-savings contractor under state code

After a staff presentation of a template RFQ, commissioners voted to advertise for a guaranteed energy-savings procurement under Indiana Code 36-1-12.5. A presenter told the board the RFQ process is intended to qualify firms so the county can later select a partner and scope projects without committing to a vendor at the RFQ stage.
The presenter outlined tentative dates and explained advertising requirements and an open procurement process. "So, what we would ask today would be for a motion, to allow the county to go out for an RFQ and advertise under IC 36 Dash1Dash12Point5," the presenter said. Commissioners moved, seconded and approved the motion to advertise the RFQ; staff and the presenter noted issuing the RFQ does not obligate the county to accept any proposal.
