Planning and public works staff walked the council through proposed sidewalk maps intended to reduce ad hoc deferral agreements and create a predictable rule for the historic district. "The solid red means there's no sidewalks proposed," said Mike Carlson, explaining staff used GIS data to mark required corridors, existing but not required sidewalks, and areas recommended to remain sidewalk‑free.
