The commission spent substantial time reviewing transportation goals in the Climate Action Plan and whether rezoning decisions should include formal climate‑impact calculations or rely on design standards embedded in a form‑based code. Staff said the regional contractor used a different method for greenhouse‑gas estimates (ClearPath) than the city uses (GPC) and suggested commissioners consider whether additional calculations would be helpful in the next plan update.
