Commissioner seeks temporary pause on data centers in Clackamas County pending state rules

Commissioner Helm said on Aug. 4 that constituents have asked the board to halt new data‑center development in Clackamas County until the 2027 state legislative session clarifies statewide rules.
“My goal today, is to put a moratorium on data centers, in Clackamas County until the 2027 long session at the legislature is is done,” Helm said, urging a temporary code amendment or similar tool while the board evaluates impacts.
Other commissioners supported pausing to gather more information. They asked staff to prepare analyses of the options — a formal moratorium versus a temporary pause — and to return with recommended language and an explanation of procedural requirements. County counsel reminded the board that state law governs moratoria and that procedural findings are required; staff said there have been no applications yet and that a policy session is scheduled for the following week.
Commissioners raised local concerns including groundwater use, traffic and electrical grid impacts, regional precedent and the interplay with AI industry growth. Staff will present draft options and sideboards such as noise, traffic management and event limits when the item returns for policy direction.
