Carly Ogden, representing the applicant, outlined a consolidated service plan for five metropolitan districts that would serve roughly 1,100 acres and an anticipated 633 single-family homes. "We're looking at a 1,100 acre parcel, a portion of which is going through the preliminary plat phase and expected to consist of 633 single family residential units," Ogden told the commission, and she summarized the districts’ responsibilities for water, wastewater and roads and the anticipated financing plan. The presentation included an aggregate debt-service limit of $128,800,000 and an estimated total public-improvement cost of about $134,000,000; Ogden said the initial bond issuance is projected in 2027 with a refunding phase in 2037.
