District outlines options, tradeoffs for playground surfaces and asks board to continue current projects while studying materials

Jul 17, 2026

Chief Operations Officer Kerry Upton presented a technical review of playground surfaces — grass, engineered wood fiber, sand, poured‑in‑place rubber, synthetic turf and emerging cork products — citing tradeoffs of fall protection, fracture risk, heat, maintenance, compostability and environmental concerns. Staff will return with a district inventory and a study framework in August and a full report in September.

The full story

Kerry Upton, the district’s chief operations officer, gave a technical presentation on current and planned playground surfacing projects and a comparative decision matrix for material choices. He emphasized the district's default preference for natural, organic materials — "Our default is natural organic material. Our default is grass" — but explained that steep slopes, heavy shade, drainage constraints and heavy foot traffic sometimes make organic options impractical. Upton reviewed safety requirements (ASTM, CPSC, DSA) and noted that different standards emphasize different injury types (head injuries versus long‑bone fractures), so no single material currently satisfies every objective.
