The development team said it will deliver a 20% workforce housing component through a deed restriction and a priority-leasing preference for Dillon employees, and that the project is being privately funded without public subsidy. Commissioners pressed whether the deed-restricted units will include an AMI (Area Median Income) cap; staff and the applicant said no AMI restriction has been proposed and the workforce covenant remains in draft form.
Staff explained the covenant and development agreement process and said the town attorney is working with the applicant to finalize the language that will be recorded at the time of the PUD and development agreement. "That has not been proposed in the draft workforce housing covenant agreement we're working on with the town attorney," staff said, describing the current position. The commission asked that the covenant include monitoring and a clear trigger tying the restrictive covenant to building permits or final occupancy.
