"The fee effectively becomes a buy through a pass through cost that's added to residential units, when it is assessed," staff said. Staff also noted that updated projections indicate the city no longer has public schools that would exceed the trigger threshold on the five‑year horizon used for the calculation. A commissioner moved to recommend adoption of CTAM103742026 to the mayor and council; the motion passed unanimously.
