Ada County analytics team outlines how Eagle police data is collected and its limits

Jenna Atkinson, data and analytics manager for the Ada County Sheriff's Office, told the city council that daily and monthly products come from different processes. "Every morning at about 6AM, the daily blotter runs," Atkinson said, adding that the blotter is raw CAD output and that monthly reports are geo-validated into city boundaries before publication. She cautioned that "this is raw data being pulled. There's no data cleaning happening here," and described limits caused by missing XY coordinates and jurisdictional boundaries that can move incidents out of Eagle's monthly totals.
Chief Travis Ruby said the analytics serve a practical purpose for operations and budgeting. "When I brought this up... I sent emails and said on the record as well, if you have questions, send them to me," Ruby said, explaining the data team's role in translating field activity into figures the council can use. He credited the ICMA level-of-service work and Jenna's team for helping the department reallocate resources based on workload rather than relying on a single per-capita metric.
Why it matters: The presentation clarifies what the city can and cannot claim from its public safety numbers—important as councilors use those figures in budget and staffing discussions. Atkinson offered to produce neighborhood-level dashboards and work with AVL traces to better show where deputies spend time; she noted those product upgrades will take time and additional effort.
The council asked for the presentation slides and for follow-up reports during the budget cycle; Atkinson said the 2025 heat map will appear in the city's annual report and that her team can supply additional neighborhood data on request.
