Deputy County Manager Michelle Jones reported an unauthorized purchase of investigative services: HR received a quote on Dec. 15, 2025 for $5,271.67 but the invoice presented Feb. 2, 2026 totaled $3,763.05. Procurement determined the quote was outdated and should have been resubmitted when the invoice arrived, creating a procedural timing error.
