The Torrance County Commission voted to adopt Resolution No. 2026-07, which delegates authority to the county manager to submit recurring grants and grants without matching funds when timing requires quick submission. County Manager Jordan Barela told commissioners the resolution was revised to require that any applications filed under the delegation be reported to the Commission at the next available meeting and that all resulting grant agreements must return to the Commission for approval.
Barela said the change "balances operational timeliness with Commission oversight," and emphasized that submission of an application does not obligate the county to accept funds without a formal approval vote. Commissioner Kevin McCall moved for adoption; Vice-Chair Linda Jaramillo seconded. The roll-call vote recorded Schwebach absent; McCall and Jaramillo voted yes.
The resolution codifies an administrative practice intended to let staff meet deadlines while preserving elected-official control over whether to accept awards.
