Council approves Comprehensive Plan amendments and zoning code changes

Director Shawn Oliverson presented amendments to the Comprehensive Plan including statistical updates, interagency coordination for the area of impact, grant language for downtown revitalization, consideration of impact fees, a working definition for affordable housing, and language on accessory dwelling units. The council voted unanimously to amend the Comprehensive Plan as recommended and then approved Resolution #173 authorizing the amendment.
Oliverson also presented amendments to Municipal Code 17.50 to add the word "Zoning" to the chapter title, prohibit spot zoning, and require an explanation for requests to change zoning. Councilmember Todd Thomas introduced Ordinance 2025-2, moved to dispense with multiple readings, and ordered the ordinance read once in summary; council approved the motion and the ordinance process move by unanimous vote.
