Parowan planners endorse technical standards for electronic message centers in draft code

A dedicated section of the proposed sign code sets technical requirements for electronic message centers (EMCs). Staff proposed requiring automatic ambient-light sensors and limiting nighttime increases to no more than 0.3 foot-candles when measured using the International Sign Association's method (ambient measured with display off, then measured at full white). The zoning administrator could require certification from the manufacturer or installer that the display can meet that standard.
