Staff proposed requiring automatic ambient-light sensors and limiting nighttime increases to no more than 0.3 foot-candles when measured using the International Sign Association's method (ambient measured with display off, then measured at full white). The zoning administrator could require certification from the manufacturer or installer that the display can meet that standard.
Commissioners indicated support for the proposed numeric threshold and the certification option as a practical compliance tool. The commission also designated EMCs as conditional in the downtown commercial district because of proximity to a prospective historic-preservation area; the development-standards table will later specify maximum EMC area and related parameters.
