County to route most create-and-fill requests through Personnel Committee under draft plan

"What we're proposing to change is to have all request to fill, our request to create and fill, go through the personnel committee," he said, describing a draft form with new questions on whether a position is budgeted, a required citation when a department claims a position is "mandated," and a signoff/recommendation from county staff.

Legislators welcomed the potential to reduce delays in hiring but several members warned the draft could curtail committee-of-jurisdiction input on some matters and discussed safeguards. Proposals included adding a "committee chair recommended/not recommended" line and maintaining an email notification requirement so chairs know when their departments submit requests. Staff said position creations would still go to the full board and that the office would repeal three prior resolutions and replace them with a single enabling resolution documenting the new process. The committee voted to advance the draft to department heads and prepare resolutions for subsequent board consideration.
