Several residents urged the commission to slow or reopen action related to the proposed New Community Authority (NCA) and criticized the use of emergency legislation to rush approvals. Ebony Hastings and Janet Mykelas both told the commission that emergency readings and short public-hearing windows limit residents' ability to petition or to access full information about outcomes from prior NCAs.
