During the special session the board voted to enter a closed meeting under the Texas Open Meetings Act provision cited as Security (551.076) to discuss Guardian Team members. The motion to move into closed session was made by Karla Flowers and seconded by Jay Tracy; the motion carried 7–0. The board entered closed session at 12:41 p.m. and returned to open session at 12:58 p.m.
