Board approves Open Educational Resources transition plan for Bluebonnet math; TEKS certification confirmed

The Rockdale ISD Board on April 21 approved an Open Educational Resources (OER) Transition Plan for Bluebonnet Learning math instructional materials. The minutes state the plan aligns with Texas Administrative Code §67.1315 and supports eligibility for funding under Texas Education Code §48.308. The OER motion was moved by Amy Casas, seconded by Jason Barcak, and recorded as carried 4–0 with Board Member Janice Keen abstaining.
In the same meeting the board also approved the district’s annual TEKS certification for 2025–26, confirming that, except for physical education, students will have access to instructional materials that cover the Texas Essential Knowledge and Skills. Amy Casas moved the TEKS certification and Karen Laughlin seconded; the motion carried 5–0.
The approvals position Rockdale ISD to pursue state funding tied to OER transitions and satisfy statutory certification duties required by the State Board of Education and the commissioner.
