Granite County accepts Study Commission report; first reading held on ballot measures including governance changes

The Board accepted the Local Government Review Study Commission's final report and conducted a first reading of Resolution 2026-8 proposing ballot questions for the Nov. 3, 2026 general election to adopt a commission form of government, shorten commissioner terms from six to four years, and make elections nonpartisan; a Study Commissioner registered formal opposition via a minority report.
The Board voted unanimously to accept the Local Government Review Study Commission's Final Report and discussed submission procedures and placement of the minority report. Study Commission members differed on whether the commission should continue meeting before the election.
The Commission conducted the first reading of Resolution No. 2026-8 calling for a ballot issue election on Nov. 3, 2026, based on the Study Commission's recommendations, including adopting a commission form of government, changing County Commissioner terms from six to four years, and making County Commissioner elections nonpartisan. Study Commissioner Elena Gagliano stated she did not support the proposed resolution for the reasons outlined in her minority report. The resolution will return for a second reading at a future meeting.
