The Comal County Commissioners Court approved an exemption under the Local Government Code to allow sole‑source procurement of the Hart Intercivic Verity annual software license and support. Mr. Davila, representing the vendor, told the court that Hart Intercivic is the manufacturer and sole provider of the Verity voting equipment software and submitted a letter justifying the sole‑source process; Commissioners Leacock and Hogg moved and seconded approval and the court carried the motion.
