Comal County releases RFQ to study road improvement program as population projections rise

County staff told the commissioners that rapid population growth and traffic demands have prompted the county to seek consultant help to develop a road improvement program.
“What this first slide represents is the population forecast...the 2025 number...is what is currently in Comal County,” Mr. Boyd said, adding the county's 2025 population is “just under 208,000.” Staff described projects and studies already underway and recommended releasing a request for qualifications (RFQ) to hire an engineering consultant to evaluate options and help develop a program.
Staff clarified the RFQ does not commit the county to pursuing a road bond. Mr. Davila and Mr. Boyd described the RFQ's schedule: questions are due by Jan. 21, 2026, at 5 p.m., and proposals are due Jan. 29, 2026, at 2 p.m. Commissioners discussed funding volatility for transportation projects (including state revenue uncertainty) and the need for a prioritized transportation plan. Commissioner Webb said the RFQ would help the county “explore the possibilities” and create a clear set of priorities.
On a motion by Commissioner Webb and a second by Commissioner Leacock, the Court approved release of the RFQ. The Court approved the RFQ title revisions and instructed staff to proceed with publication; no final bond or financing decision was made at the meeting.
