Becca Bean, a Norman resident who addressed the council, credited Superintendent Stephanie Adams Hawkins with rapidly lowering euthanasia rates at the Moore animal shelter and urged the council to protect that progress while pursuing accountability. Bean said Hawkins reduced the euthanasia rate from the previously reported 33'40+ percent range to under 10 percent in four months by expanding foster and rescue programs and instituting proven practices. "She did a tremendous job over the last 4 months, taking your euthanasia rate... down to under 10 percent in just 4 months," Bean said.
