Wayland CIP panel presses for answers from Town Manager, flags data needs for FY28–32 plan

Bradford Carver, Acting Chair of the Capital Improvement Planning Committee, opened the meeting and told members the committee is awaiting responses from town leadership to questions it sent more than six weeks earlier. "B. Carver noted that he had not received responses to the CIPC’s questions provided to the Town Manager and Finance Director over six weeks ago," the minutes record.
Members said that if the Town Manager and Finance Director do not respond, the committee will press department managers for clarifications during the FY28–32 CIP submission process. Kelly Lappin described revisions to the CIP submission form that include a five-year summary table produced with Excel macros and artificial intelligence tools and emphasized the need for staff capable of supporting those tools after she departs. "K. Lappin noted that she had not received any feedback from the Town Manager and/or the Finance Director on the revised CIP form," the record states.
The committee instructed members to continue compiling and checking departmental submissions, and Brian O’Herlihy offered to help sort MUNIS data and the open-projects summary for the committee’s report to the Town Manager. Elizabeth Lusky agreed to distribute the MUNIS summary and follow up with the Town Manager’s office before the next meeting.
