Hampton seeks 11'cent wastewater user-fee increase; no solid-waste fee changes requested

Jason Mitchell, Public Works Director, told council the wastewater program needs incremental revenue to support operations and capital replacement planning. He proposed an 11'cent increase to the wastewater user fee for fiscal 2024 and said the change would raise the average monthly combined wastewater bill from $18.37 to $19.10.
"In 2024, fiscal year 2024, we're requesting an 11'cent increase," Mitchell said, describing that the increase covers higher operating costs, materials and supplies needed to maintain and replace aging infrastructure. Mitchell also said the city is not requesting a sewer surcharge increase this year. For solid waste, Public Works recommended no fee increases for FY24.
Council asked what drives projected later increases (2026-2028); Mitchell said those are driven by operating-expense projections such as fuel, equipment replacement and material costs, and noted the city plans to return as needed for future adjustments after annual reviews.
