Select Board approves initial shellfish license for Andrew Young

The Wellfleet Select Board on July 28 approved an initial shellfish license term for grant 01‑04‑B, covering roughly three acres in the deepwater area of Indian Neck, to begin July 28, 2026 and expire April 30, 2028. The board had been asked to set a shorter initial term so the applicant could complete a propagation permit that requires an issued license.

At a public hearing, a board member summarized the history: the town in 2022 approved moving several deepwater grants inshore into land the town purchased in 2019, which required new certification and permits for the affected licenses. The applicant’s Army Corps of Engineers permit arrived only on July 6, 2026, after which town staff certified the grant and recommended the initial term. A member moved to approve the license and the motion was seconded; the board recorded the motion as passing 5–0.

A neighbor, Kathleen Bacon, spoke in support of the applicant, saying he is a local resident with military service and a small business owner. "For the public record, this is Kathleen Bacon. I wish to speak in behalf of, Andy Young," she told the board, describing his ties to the community. The board noted that, after the license is issued, the applicant will still need to obtain a propagation permit before beginning those specific activities.

The action was procedural authorization of an initial license term; no additional conditions or amendments were recorded during the vote. The Select Board’s clerk will record the approved term in the shellfish department’s licensing records and staff said they will assist the applicant in the next step toward the propagation permit.
