When pressed whether failing to obtain the 4.5 acres would "put a hamper on the whole project," Haines described the scenario as hypothetical but said he was confident the parcel would be obtained and that redesigns or workarounds were possible if necessary. "If if you can't obtain that 4.5 acres from PennDOT, will this put a hamper on the whole project," the supervisor asked during public questioning.
