One staff explanation read: “Tandem is defined as having 2 or more vehicles, 1 in front of or behind the other,” and the commission discussed whether counting a driveway plus garage slots could generate extra counted spaces.
Commissioners also emphasized flexibility for conversions of existing buildings: the draft states that when a structure is an existing building converted to residential use, the city would generally not require new parking to be added. Staff said this approach encourages housing production while meeting state minimum requirements.
