President Justin Chapa adjourned the meeting into a closed session at 6:30 p.m. "pursuant to Sections 551.071 through 551.084 and 551.089 of the Texas Government Code in accordance with the Texas Open Meetings Act" before reconvening the board in open session at 6:55 p.m. The minutes record that the closed session occurred in the Board Conference Room and that a quorum of trustees was physically present when the open meeting resumed.
