Board asks staff to compile ZOTAC ordinance fixes for earlier action while comprehensive-plan work proceeds

Board members said parts of the ZOTAC package contain practical "fixes" (for example, limiting the number of entrances to new subdivisions and clarifying interior-road requirements) that staff and the planning commission could advance sooner than a full ordinance rewrite. Supervisor Davis said the board should look beyond the planning commission's partial recommendation and consider the origin and intent of the ZOTAC proposals, especially given new groundwater information that could affect zoning decisions.
County staff agreed to compile the ZOTAC recommendations and identify items that need immediate correction, items that require legal review because of recent General Assembly changes, and items better deferred until after the comprehensive-plan process. Staff will provide that prioritized list at a future meeting so the board can schedule any necessary public hearings.
