A district presenter walked the Chester ISD board through the state'run teacher designation program and what the district must file to participate. The program requires eligible employees to be student-facing at least 50% of the time and in the teacher role (role 87). The presenter said designations rely on three components: teacher observation, student growth and optional elements the district can propose.
The presenter described the application portal and technical assistance from Region 9, saying the district will prepare narratives and sample instruments for review: "we're only allowed to have 1 person in the district that can log in" and Region 9 "is really walking us through all of the things that we need to do." He said the state recently added an "acknowledged" designation level and confirmed that designations, once earned, remain in effect for five years.
The presenter emphasized the funding and payroll effects trustees should expect. "At least 90% of those funds must go to that student facing instructional staff," he said, and added that retirement (TRS) contributions and taxes will reduce the net amount teachers receive. Up to 10% can be retained by the district for implementation costs such as purchasing pre- and post-tests.
The presenter told the board the district's internal deadline would allow Region 9 to check submissions: he cited an April 15 submission date and said most narrative components should be ready by the end of February for Region 9 review. He urged trustees to approve a local spending plan before final application submission so staff can communicate expectations to teachers.
