Trainer breaks down HB3 SMART goals: baseline, target, population, deadline

At the core of the presentation, Ronnie Knox explained the four mandatory components of any HB3 outcome goal: a baseline (with month and year), a target, a defined population and a deadline. "All HB3 goals have to have a baseline, a target, a population, and a deadline," he said, and he advised trustees to keep district goals to three to five items so resources can be focused.
Knox used an example template for third-grade STAR reading (baseline in June 2022, target of 64%, endpoint June 2027) and described intermediate goal progress measures—interim checkpoints that should include the same four components. He emphasized the board owns the outcome goal while the superintendent and administration own ongoing progress measures and implementation.
