After returning from executive session, Mayor Robert Noblin asked the council to consider a nomination for mayor pro‑tem. Councilor Frank F. Ortega moved to approve the nomination of Rudy Espinoza, and Councilor Steven L. Holdman seconded the motion. The council recorded four 'Yes' votes and carried the motion.
