Lubbock Independent School District administrators told the Finance/Operations & Facilities Committee on May 20 that the district is developing a budget with an estimated operating deficit of approximately $14.18 million as it prepares next year’s spending plan. District administrators said personnel costs account for about 78% of the budget and that projected revenue increases of roughly $7.8 million are largely restricted by state requirements and cannot fully offset the shortfall.
