County staff proposed a revised process to allow rolling applications for opioid funding so organizations with capacity constraints can submit ideas without waiting for a full RFP cycle. S10 said the change would create an application pathway that would be vetted, scored and brought to the committee for approval; no allocations would be made without committee action.
